Chief Executive Officer
Summary: The Roxboro Housing Authority (RHA) is seeking qualified applicants for the position of full-time Chief Executive Officer as set forth below. RHA is a public entity that was formed in 1966 to provide federally subsidized decent, safe, and affordable housing and housing assistance to low-income families within Roxboro, North Carolina.
RHA is headed by a Chief Executive Officer and is governed by a seven-person Board of Commissioners appointed by the Roxboro City Council. RHA currently has approximately eight (8) employees and owns 210 public housing units. RHA is a separate entity from the City of Roxboro and Person County. RHA has a non-profit real estate development affiliate, named Roxboro Community Redevelopment Corporation, that is managed by Chief Executive Officer (as the non-profit's President).
Successful candidates are expected to understand federal housing regulations and have experience in the areas of administration and operations of public housing authorities and their affiliates, including staff supervision, negotiations, planning, budgeting, rehabilitation and development, and program supervision. Successful candidates are also expected to have material experience(s) in real estate development and financing, including but not limited to affordable housing (e.g., LIHTC, RAD and government sponsored development activities).
Duties: The Chief Executive Officer will be responsible for advising the Board of Commissioners on housing and supportive service program performance and the development and implementation of policies and programs required to carry out RHA's mission. Duties associated with this position include overseeing daily operations, addressing performance issues, ensuring compliance with governing rules and regulations, and maintaining effective relationships with federal, state, and local officials. Additional duties include oversight of all financial operations, ensuring the accurate and timely submission of required program data and procurement of needed professional services, materials and supplies as well the managing the development and financing of RHA's (including its affiliate's) affordable housing activities.
Salary Range: $94,500.00 to $140,000.00 Compensation will be commensurate with experience.

Necessary Requirements of Work: Graduation from an accredited four-year college or university with a Bachelor's Degree, preferably in Business Administration, Public Administration, Financial Management, Social Work or a closely related field supplemented with additional coursework and experience in business, public administration and/or real estate licensed and development; extensive knowledge and experience in financial management, program administration (preferably in Federally assisted housing programs) and affordable housing development and financing; management experience; experience writing and administering grant funded initiatives; excellent organizational, communication, interpersonal and decision making skills; and any equivalent combination of education or experience to provide critical knowledge, abilities and skills. Additionally, candidates must possess a minimum of five years in a significant management capacity at a public housing authority or other similar experience and have a Public Housing Manager Certification (PHM) or obtain the certification within one year after hire. Masters degree is preferred.
