Curfew Policy

To help promote a peaceful and safe living environment for all Roxboro Housing Authority tenants and guests, the following curfew policy applies to all walkways, driveways, parking lots, playgrounds, breezeways, and other common areas of Roxboro Housing Authority-owned property between the curfew hours of 11:00 p.m. and 5:30 a.m. The curfew is applicable to all residents, guests, and any other persons on Roxboro Housing Authority-owned property.

Between the curfew hours of 11:00 p.m. and 5:30 a.m. no one may congregate, loiter, walk, stand, sit, play, or otherwise be present in the walkways, driveways, parking lots, playgrounds, breezeways, and other common areas of Roxboro Housing Authority owned property (the "Common Areas"), except as follows:

(1) At any time, residents may use the Common Areas as a means of transit (A) directly to a housing unit from outside of the Common Areas; (B) directly from a housing unit to go to a place outside of the Common Areas; and/or (C) directly between housing units through the Common Areas.

(2) Residents may use the Common Areas at any time as necessary to walk a household pet or service animal.

(3) Non-residents may use the Common Areas at any time to leave from a housing unit to go directly to a place outside the Common Areas, but may not enter the Common Areas between the curfew hours of 11:00 p.m. and 5:30 a.m. or transit between units during such times unless accompanied by a resident using the Common Areas as permitted under this policy.

Other exceptions to this curfew policy will be addressed on a case by case basis in accordance with the policies set forth within the Roxboro Housing Authority Dwelling Lease. Exceptions may include but are not limited to reasonable accommodation of a resident's disability, sick/shut-in visits, and emergencies.

The following sanctions apply to violations of the curfew:

1st Offense - Verbal Warning

2nd Offense - Verbal Warning (documented by Roxboro Police Department and/or RHA staff)

3rd Offense - Written Warning

4th Offense - Lease Termination

Residents are required to make sure that their guests comply with the above curfew policy and may be held responsible for violations committed by their guests.
